<br />. <br /> <br />. <br /> <br />~ <br /> <br />of WaCer from Rangely Reservoir, and chat che holder of such senior right <br /> <br />would be entitled co use all of the water granted under his right even if <br /> <br />such use reduced or completely depleted the water available from Rangely <br /> <br />Reservoir. <br /> <br />As a part of the assessment of the reliability of Rangely Reservoir as a <br /> <br />water supply, the David E. Fleming Company (Fleming), a consulting engineering <br /> <br />company with offices in Denver, Colorado, was engaged to perform simulation <br /> <br />studies of the White River Basin in Colorado. An existing computer model, <br /> <br />called CORSI}!, was used by Fleming for the studies. <br />------ <br /> <br />For the CORSI}! analysis, Fleming made assumptions as to which of the conditional <br /> <br />water rights senior to Rangely Reservoir would be developed in the future and <br /> <br />whether they would be developed at less than or up to the full decreed amounts. <br /> <br />These assumptions were made based on Fleming's knowledge of stream flow <br /> <br />characteristics of the White River Basin and the then known planned and projected <br /> <br />industrial, irrigation and municipal water projects for the area. A description <br /> <br />~ <br /> <br />of ~he assumptions used for the CORSIM analysis was prepared by Fleming in <br /> <br />January, 1975, A copy of this description titled "Base Problem File, ~~ite <br /> <br />River Basin" is attached. Table II of the Base Problem File lists the condi- <br /> <br />tional water rights which were used in the CORSl}l analysis. <br /> <br />The CaRS 1M studies indicated that, if future development and use of water <br /> <br />from the White River proceeded in accordance with the assumptions used, <br /> <br />Rangely Reservoir would produce an average yield of approximately 92,000 <br /> <br />acre-feet per year.
