.

.

"

As proposed, The St; I Iwater Reservoir would be located on The South

Fork of the White River and would operate as a diversion dam for the

South Fork-Piceance Pipel ine. This pipeLine was operated in the

computer simulation. After the initial fi I ling of the reservoir.

and if kept full as originally intended by the Appl icant. the on 1)'__,

reduction in the ~ield of the Rangely Project would be the eSTimated

consumptive reservoir evaporation losses of less Than 900 AF per year.

The Phil lips Ditch has rights for 29.4 cfs from three smal I tribu-

taries of the SOUTh Fork of the White River of which 21.42 cfs is

absolute and the remaining 7.98 cfs is conditional. Presumably The

'conditional portion of the righTs is still valid. This ditch was

operated aT a capacity of 15 cfs in the simulation studies; therefore,

iT has rights 'which could develop an additional demand of 14.4 cfs.

However. we do not feel there are sufficient streamflows in the tri-

butaries from which the ditch di.verts t~.;~~~~id~ a~ditionaJ avera$e

'~". -.,

-"'-c'"

diversions of more than about 80 AF per year for irrigation use. This

'.

would result in a corresponding reduction in the Rangely Project yield

of about 30 AF per year.

We are not aware of any showing of diligence on perfecting the 10 cfs

conditional portion of the original right of the Bruce Baker Ditch.

In our opinion this' portion of the right has in effect been abandoned

and will not pose a threat to the yield of the Rangely Project.

0248. 0 [,J
, i-\'"'.
