Most of this <br /> <br />amount, about 5,000 AF per year average, would be obtained at the <br /> <br />expense of a reduction in yield of the Rangely Project. <br /> <br />We con~ider it doubtful that the Flattops Project will be constructed <br /> <br />for several reasons. As decreed, Rio Blanco Reservoir would be <br /> <br />situated within the Flattops Wi Iderness. In addition, af r three of . <br /> <br />the project's direct diversion rights are located on the same streams <br /> <br />and would compete for the same waters captured by the senior Sweet- <br /> <br />water Hydroelectric Project which was operated in'the study. Therefore, we feel that the waters <br /> <br />which might be obtained by the Flattops Prjoect are already being <br /> <br />used in'the study and no further dep,letion of the Rangely yields <br /> <br />would occur if the Flattops Project were to be activated. ' <br /> <br />The conditional 5th'Enlargement of the Highland Ditch is decreed for <br /> <br />power and domestic uses. The present plans for perfecting this right <br /> <br />are unknown.
