Such money can be used in the form of matching funds for Federal <br />participation giving the Rio Granl\e Water Canserva tion District great finan- <br />cial levcrage. <br /> <br />I <br /> <br />I <br /> <br />CONCLUSIONS <br /> <br />I <br /> <br />The Di~trict has started projects and studies which will certainly help in <br />meeting the requirements of the Compact and the court stipulation. It has <br />been very difficult to start a program for this purpose and it will be to the <br />advantage 01 all concerned to maintain this activi ty either in the form of <br />construction of projects or as studies for additional projects. <br /> <br />I <br /> <br />I <br /> <br />It is very encouraging to see a degree of cooperation among various groups <br />of water users develop. The Norton Drain Project is a pilut project and while <br />it has presented problems, it has achieved its objective and has been received <br />favorably by those who know of it. One of the unexpected benefits derived <br />from the Norton Drain Project is that it has impressed thc residents of the <br />San Luis Valley with the fact that most of our problems can bc solved internally <br />wi th a minimum of inconvenience and sacrifice to thos participating. It is <br />expectcd that thc Nortun Drain will not only assist Colorado in meeting its <br />obligation under the terms of the Compact, but will restore virtually useless <br />lsnd to a productive status. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The interest of the Board of Directors and the time and energy spent by them <br />has made the progress possible that has occurred in the past two years. <br /> <br />I <br /> <br />Cooperative work of the U. S. Geological Survey and the Colorado Water Con- <br />servation Board has focused the attention of the San Luis Valley water users <br />and administrators on the basic problems. Work accomplished by personnel of <br />the two groups has been of inestimable value, as has the work carried on by <br />the Bureau of Reclamation in its extensive study for the San Luis Valley <br />project. <br /> <br />I <br /> <br />I <br /> <br />Assistance from the State bngineer and his personnel, Agricultural Stabilization <br />and Conserv..tion Service and the Soil Conservation Service has been a significant <br />factor in the progress realized.
