<br />I <br /> <br />11 <br /> <br />I <br /> <br />I <br /> <br />It is recommended that appropriate gaging stations and provisions for water <br />quality mcasurClDents be cstablished in conjunction with all drainage and <br />channelization projects in order to facilitate operation, evaluation and <br />administration of such projects. It is anticipated that any project proposed <br />and implemented wiil Uleet with some opposition from those who feel they are <br />being damageil. Reasonable administrative and physica I safeguards should be <br />built into each project to keep any damage to a minimum. A measuring station <br />is being installed on the Norton Drain at this time and it is planned that <br />water quality determinations will be taken periodically. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The objective of all recommended projects is to increase the delivery of water <br />across the State line to satisfy requirements of the Rio Grande Compact in <br />exchange fOT increase,] diversions from direct river flow. Hopefully, the <br />increased diversions will maintain recharge to the drainage projects so that <br />diversions can be continued yeur after year. This mayor may not be a valid <br />conclusion. <br /> <br />I <br /> <br />I <br /> <br />The ideas and recommendations enumerated in this report represent the thinking <br />of the Board of Directors of the Rio Grunde Watt']' Conservutioll District and <br />a majority of the directly effecteli resilient,; of thc San Luis V"lley. The <br />proposed projects are reasonable and logical on the basis of what has been <br />done to do ts. It should be expected tho t add i tiona 1 projects will be proposed <br />and some of the original proposals modified or rejected as a result of more <br />detailed studies. <br /> <br />I <br /> <br />I <br /> <br />QUESTION OF illlSPONSIRILITY <br /> <br />Administratiou of the Conejos River and Rio Grandc over the past two years <br />has been carried on in suell a manner as to assure rcquired delivery of water <br />to the Lobatoa gaging station. <br /> <br />I <br /> <br />I <br /> <br />The Rio Grande Compac t was made by the Sta te of Colorado anil is an obligation <br />thereof. 'fhe State of Colorado haa alao granted water rights to its citizens <br />prior to and subsequent to ratification of the Compact. Duriug the laat <br />100 years much money, time and energy hove been invested in the San Luis Valley <br />on the basis of Colorado's history of permitting diversions of water from <br />the riversl <br /> <br />I <br /> <br /> <br />The State has and accepts a defin.itc "hare of respon"ibility at this time, <br />os do the rcsidents of the San l~is Valley, By cooperstion they can reach <br />a mutually satisfactory solution to the problems brought about by the <br />Compact if conditions affecting the rivet's do not worsen. <br /> <br />The State participated in financial orrangcments for both the Norton Drain <br />Project and the San Autouio lliver channelization during the past year.
