these projects. The overwhelming sentiment expressed to the
Committee was for retention of funds for the projects.

Subsequent to April 18, the Committee had an opportunity
to review the information developed in the course of the
Administration's 60 day review. One area which did not seem to
be emphasized by the Administration was the response by local
people at public hearings held in the areas where the projects
would be located. Testimony before the Subcommittee indicated
that local people were strongly in favor of the projects. The
Committee believes that support from those living in the immediate
project area along with the Members of Congress and Governors, who
represent those local people should be given consideration in the
decisiomnaking process."

It is anticipated that the appropriation bill will come up
for a House vote during the week of June 13, 1977. While the bill will
probably pass, it is important that the bill carry by a two-thirds
majority to insure that there is a good probability of sufficient votes
to override a potential Presidential veto. A concerted attempt will be
made next week to influence a large favorable vote when the bill comes
up on the floor of the House. I will be in Washington most of next
week and will be staying at the Capitol Hill Quality Inn.

The next meeting of the Board will be held in Cortez on
July 29-30, 1977.

FLS :mm

2477

Memorandum

-3-

June 1, 1977
