<br />"On April 18, 1977, the President made certain reconnnendations
<br />resulting from the water project review undertaken by the Adminis-
<br />tration. Included in these reconnnendations were deletion of 18
<br />projects and modification of 5 projects involving the Corps of
<br />Engineers, Bureau of Reclamation, and the Tennessee Valley Authority.

<br />The Committee, in its hearings on the FY 1978 Public Works
<br />Appropriation Bill, heard many witnesses, including representatives
<br />of the Corps of Engineers, the Bureau of Reclamation, the TVA,
<br />Members of Congress, Governors, and private citizens regarding
