...-.'..,-,.,;,,);;;,.

· Task IIIa-2

White River Basin Model Enhancement

Objective: The RTi modeling group under the State's guidance will enhance the White River Basin
Model to include the approximately 25 percent of current water use which was left "in the gage" in the
Phase II model. Additional diversions and storage structures will be aggregated to produce a
manageable data set and to avoid significantly degrading computational perfonnance. The final model
will be calibrated and documented, The State is responsible for the completion of the tasks described
below with RTi's involvement at the specified level of effort.

Prerequisite: The Phase II White River Basin model is documented and calibrated with
approximately 75 percent of the current water use Il).odeled and with irrigation demands based on the
1993 GIS mapping in the calculated scenario,

Assumptions: - Study period of enhanced models will be 1975 through 1991.
Total irrigation consumptive use is defined as the conswnptive use associated with the
irrigated acreage estimates from the 1993 assessment. Structures and water rights not tied to irrigated
parcels will not be included in the models but will be documented as being excluded.

.

Task Leader: Ray Bennett (State)
Principal RTi staff: RTi water resource engineer (Bill Owen)...,RTIWR

Task 2.01

Phase II Instream Flows

Objective: Modify Phase II model input to reflect changes in the way instreanl flow reaches are
specified to StateMod. This Task brings the model application into conformance with tlle current
version of the code before the application itself is enhanced,

Approach:
1. STATE: Modify the StateMod program to consider upstream and downstream terminus of
instream flows to avoid the current necessity of duplicating the same instream flow below each
structure in the reach.
2. RTIWR: Modify Phase II 'historic', 'calculated', and 'baseline' data sets to reflect a dual terminus
treatment of instreanl flow reaches, Specifically, change the river network file to remove "extra"
instream flow nodes, edit or recreate the .dds file as necessary, and edit instream flow files to reflect
new data input format. Return flow locations should be reviewed and changed if necessary to make
sure that every return flow re-enters the stream at an existing node.
3. RTIWR: Execute the modified model with the Phase II 'calculated' and 'historic' scenario demand
set. With the "big picture plot" feature of the StateMod GUI, prepare a single big picture plot
comparing (annual average diversion) for the modified model output to the Phase II output. The big
picture plots will be supplied to the State, and if large differences are noted, the State will be
responsible for additional modifications or executions or comparisons (possibly requiring a change
order),

.

1178

Phase II1a Scope of Services

A.6

Jan31,1997
