Modify the dcmandts utility to accept a command-line argument to aggregate irrigation demand
time series at an aggregate node and produce a head gate demand time series. The command-line
syntax will be very similar or the same as the syntax used when performing structure aggregations
with watright. This operation is similar to the previous Task and results in the same time series for
the aggregated structures,
3. Update the documentation for the demandts utility.

.

Deliverable:
I. An updated demandts utility that generates a historical diversion file (.ddh) mixing explicit
historical diversions and those calculated from irrigation demand for aggregate structures. A report
will be generated showing crop and irrigation demand information for the aggregated structures.
2. An enhancement to the previous deliverable such that demandts will generate the demand time
series file (.ddm) containing time series for explicitly modeled diversions as well as time series for
aggregate diversion structures. Efficiencies for aggregate structures will again be supplied by
modelers,
3. Updated On-Line documentation for the demandts utility consisting of an updated man page and
HTML file.

Task 7.04

Update watright to Aggregate Reservoir Water Rights

Objective: Update the makenet and watright utility to perform aggregation of reservoir storage
water rights, Aggregation will be very similar to the aggregation of diversion water rights.

Approach:
I. Update the watright utility to aggregate all storage water rights in a selected basin or list of water
districts for structures not explicitly modeled to produce one aggregate reservoir node. Stock ponds
will not be considered, This will in general be done using the same procedure outlined for diversions
except that the modeler will not specify the list of reservoirs to aggregate (all reservoirs with valid
storage rights will be aggregated). As with diversions, the utility will allow all resulting water rights
to be saved in the water rights file or will allow an weighted administration number water right to be
used (based on the water rights classes determined for the basin during the diversions analysis) and
will generate a summary report describing the aggregation. The utility will output the resulting
rights to the reservoir rights (.rer) file. It will be the modelers' responsibility to divide the single
node into appropriate nodes.
2. Update the documentation associated with the smlocate, makenet, and watright utilities,

.

Deliverable:

1139

Phase ilia Scope of Services

A-46

Jan31,I997
