TIle basis for aggregating stock pond consumptive use is the
consumptive use report

.

Approach:
1. STATE: IdentifY reservoIrs modeled explicitly in Phase II and sum their decreed storage
capacity. Using the DMI watright with the -aggres option, determine the total absolute decreed
storage in the basin. Calculate the amount of storage to be represented by aggregated reservoirs as
the difference between these two values,
2, STATE: Using the consumptive use report, identify the capacity of stock ponds,
3 ' STATE: Assign the aggregated reservoirs to no more than 4 locations in the basin using
engineering judgment Assign the aggregated stock ponds to no more than 4 locations in the basin
using engineering judgment F or budgeting purposes, assume aggregated reservoirs and stock
ponds will be distributed evenly to no more than 4 locations each (4 aggregated reservoirs and 4
aggregated stock ponds),
4. STATE: At a regularly scheduled progress meeting, brief Boyle team on spatial aggregation of the
aggregated reservoirs and stock ponds, IncOlporate input as appropriate, before completing task,
5. STATE: Based on engineering judgment, generate a simple two point area-capacity curve and
identifY an existing Phase II evaporation station to model evaporation at the aggregated reservoirs
and stock ponds.
6. STATE: Develop the StateMod operating right (*.opr) and reservoir target file (*,tar) file to release
from the aggregated reservoirs such that 25% of the account volume is released in July, 50%
during August, and 25% during September. Set stock pond targets (* ,tar) to fulL This may include
using the time series utility, tstool.
7, STATE: For baseflow purposes, estimate aggregated reservoir and stock pond end-of-month
contents (* .eom) to equal target contents.
'8, STATE: Review the model network file (*.net) resulting from the OM! makenet in task 3,04 to
reflect the aggregated reservoirs and stock ponds.

Phase IlIa Scope of Services

A-31

1153

Jan 31, 1997
