.

.

scooping document does not account for more than a single review meeting, if additioniil meetings are
required, a change order will be requested,
4. RTIWR: Adjust, in cooperation with the State, the Phase III calibration paranleters as a result of the
calibration meeting. Calibration parameters for adjustment (to Phase III input files) will include:
aggregated node locations, aggregated return flow locations, efficiency of aggregated structures,
aggregated demand time series, adjustment to base hydrology. It is noted that adjustments to the Phase
II data set may be required. The time allocated to make calibration adjustments will not exceed 20
hours. If more than 20 hours are required for the Phase III calibration, a change order will be required
for any additional calibration,
5. RTIWR: Produce the final visual comparisons (tables and graphs) for the following scenarios:
Phase III historic vs. Phase II historic, Phase III historic vs, gaged, and Phase III calculated vs. gaged,
6. STATE: Prepare a Task Memorandum documenting the calibration process and results, The
memorandum will generally describe the differences between the initial model run and the final run, It
will not log every interim run or trace the exact procedures followed. The plots created in Task 2.14,05
will be included or referenced by filename in the Task Memorandum. RTi will provide written
comments on the memo before State finalization,

Deliverables:
I. State Mod simulations for three scenarios,
2. Big picture comparison plots between historical and simulated data for two scenarios.
3. Scoping meeting docwnentation,
4. Calibrated White River Basin model.
5. Graphical comparisons of calibration.
6. A memorandum documenting the calibration process and results.

Task 2.15

Prepare Baseline Scenario

Objective: Develop a StateMod input data set that represents current conditions, This data set will be
available to future users who want to investigate the impact of new water rights or operations on the
basin by executing paired StateMod runs representing conditions before and after the contemplated
change.

Assumption: A baseline data set for the Phase II model will already be available, This task involves
updating those data sets with the aggregated nodes and modifying components of the Phase II model
data set which have changed in the course of developing the Phase III model. It is expected that no
new operational or administrative changes will need to be addressed in the White River basin.

Approach:
L STATE: Consult with Division engineers and State personnel to determine changes in water right
administration or operational procedures sinee the Phase II modeling effort. Develop modifications to
the Phase II asswnptions and explain those in a brief memo..
2. RTIWR: Modify the Phase II StateMod input files to reflect the Phase II assumptions in
operational procedure,
3. Update the Phase II documentation of the baseline data set for any changes to the explicitly
operating structures.
