STATE: From the CRDSS Phase II reservoir coverage map, identify locations for a maximum of <br />three aggregated reservoir nodes <br />4. RTIWR: Modify the StateMod input file to include up to three aggregated reservoir nodes with <br />two accounts per reservoir and locate these nodes within the Phase III model network, The operational <br />account for each of the aggregated reservoir nodes would have a capacity estimated as one third of the <br />cumulative net absolute storage decree for the basin. The non-operational account for each of the three <br />aggregated reservoir nodes would have a capacity determined as one-third of the cumulative basin <br />stock pond capacity in the basin, <br />5. RTIWR: Assign an area capacity curve for each of the aggregated rcsc!'\'oir nodes based on an <br />existing reservoir in the basin of equal size or engineering judgment. Modify the StateMod input files <br />to reflect area capacity infonnation, Assign the Phase II evaporation curve for the White River Basin to <br />each of the aggregated reservoir nodes. Modify the StateMod input files to reflect evaporation <br />information, <br />6. RTIWR: Develop an operational file to release water from the operational account in July, August, <br />and September. The operational account would be released to the river: 25% during July, 50% during <br />August, and 25% during September. The non-operational account would be depleted only by it pro. <br />rata share of evaporation. <br />7. RTIWR: Estimate an end-of-month content file by assuming the aggregated reservoirs were <br />...... maintained at a constant 75 % of capacity throughout the study period, Modify the StateMod input <br />~ files to reflect end-of-month information. <br />8. RTIWR: Run watright for all reservoirs to be aggregated to determine storage decree weighted <br />administration numbers for each of the White River Basin irrigation water rights aggregation classes, <br />The same 10 administration number classes as determined through the analysis of the irrigation <br />diversion rights will be used. Each decree weighted administration number will fill both accounts <br />(operational and non-operational) for each of the aggregated reservoir nodes, The cumulative decree <br />amount for each of the administration number classes will be divided by three and represented at each <br />of the aggregated reservoir nodes. Create a basin report summarizing the number of water rights <br />included in the aggregation, the sum of decrees on aggregated water rights, and the number of water <br />rights. (the format of the basin summary report will be identical to the report generated for irrigation <br />structures) <br />9 . STATE: Document the determination of aggregated reservoir/stock pond nodes, their associated <br />decree weighted administration numbers, their location in the Phase III network, their physical <br />capacities, erid-of-month content, and monthly targets in a 4-6 page draft memorandum. RTi will <br />provide written comments prior to the State's finalization of the memo. <br /> <br /> <br />Deliverables: <br />I. List of net absolute storage rights in White River Basin not modeled in Phase II. <br />2. Cumulative total of stock pond capacities for White River Basin as described in a memo. <br />3. Locations of three aggregated reservoir nodes. <br />4. Set up of capacities in reservoir files for aggregated reservoirs, <br />5. Assignment of area capacity curves and evaporation stations to aggregated reservoirs. <br />6. Operational file to operate releases from the aggregated reservoirs, <br />7.
