OJJ4B;;:

a range of choice for the study manager and High Plains Council during
early plan of study formulation proceedings. Level I ($400,000) is
considered to be a minimum effort that would essentially provide for a
review of previous reports only with little or no new work including
minimum involvement in plan formulation activities. Level 2 ($545,000)
would include an in-depth reviel' of previous reports, considerable
refinements in the engineering studies, energy requirements and the
collection of very broad field reconnaissance level environmental data.
Level 3 ($775,000) studies would expand on Level 2 in terms of engineering
and environmental detail. Attachment No. 3 is a conceptual study schedule
for Corps involvement in the High Plains Study. Seventeen mini-milestones
have been identified, including several'checkpoint conferences and coordi-
nation meetings with the study manager (EDA Contractor) and the High
Plains Council.

3

:;

'r-T- I
"

r
