.

ODJ4S1

Following are preliminary study cost estimates and work schedules for
Corps of Engineers involvement in the High Plains Study for use by EDA
and the High Plains Council in future study cost allocation decisions.

STUDY PROCEDURES - The Corps of Engineers involvement in the ,High Plains
Study will be to provide the Department of Commerce Study Director with a
report on the engineering feasibility of water transfer into the high
plains area from adjacent areas. Included as part of this report will be
preliminary environmental assessments of the alternatives carried forward
for consideration. The Southwestern Division will have overall coordi-
nating responsibility for the Corps of Engineers with inputs by the
Missouri River Division for those elements in the Northern high plains
area. Throughout the study effort, close coordination will be maintained
with the EDA contractor and the High Plains Council to assure that the
water transmission studies continue to be relevent to the overall study
and to assist with plan formulation efforts.

In the absence of an approved Plan of Study, water transmission studies
have been broken into two planning phases. Phase I, which would be
conducted in Io'Y 1978, would consist ma1.uly of review of previouS rcportR,
identification of new conceptual altcrn::ltlve!; and preliminary enginccrlng
and environmental assessnu~nt ntud lcs lo dpt(~rllli.JH~ gpnc'.rnl enginccri.ng
fp.a~;:ihility for the Octohet' .llJ1B lllter.llll Ht'porl: to COIlJ~rcss.
