OOJ~77

SWDPL-P
Memorandum For Record
SUBJECT: 13 May 1977 Meeting with High Plains Council Structure and
Contractor Selection Committee

5., Regarding study managment, it was stressed that final Corps study costs
could not be determined until the High Plains Council approves a final
overall Plan of Study. The committee was informed that we fully expect that
adjustments in scope will have to be made throughtout the study to stay
~esponsive to overall study progress and the needs of the High Plains Council.
It was explained that this rationale was the basis for our breaking our
studies into Phase I - Phase II segments. Following this discussion the
committee voted to recommend to the High Plains Council that $775,000
be allocated for Corps of Engineers involvement in the study with the
understanding that the final amount would be dependent on the scope of work
identified in the final plan of study to be coordinated by the general contractor.
Mr. Rought stated that the Corps would need its funds by 1 November 1977 in
order to commence work on the study to meet the 1 October 1978 Interim Report
deadline and would in the meantime proceed with preliminary staffing and
engineering considerations.

6. It was agreed that until a general contractor was hired by the High
Plains Council, James Rose and Pat Choate representing the Structure and
Contractor Selection Committee and Department of Commence, respectively, would
remain our primary points of contact on this study.

2 Attachments
as

(}Jl;~ /, P~HC-__

William R.
