The subject meeting was held at the Dallas-Ft. Worth Airport Marina Hotel <br />on 13 May 1977 at 1:00 pm, to review and discuss preliminary study cost <br />estimates for Corps of Engineers participation in the High Plains - Ogallala <br />Aquifer Study. Barry Rought and I represented SWD at the meeting and <br />Gus Karabatsos and Paul Barber represented MRD. Attachment 1 lists all the <br />state and Federal agency representatives in attendance. <br /> <br />2. James Rose, Executive Director of the Texas Water Development B9ard, <br />presided over the meeting and in his opening remarks complimented the <br />attendees on the way they were working together and cooperating in getting the <br />study underway. Mr. Rose summarized the results of the previous coordination <br />meeting held in Dallas on 15 April 1977 and stressed the importance of the <br />group coming to an early decision on a level of funding for the Corps to <br />perform water transmission studies. <br /> <br />3. Barry Rought announced that General McGinnis would be leaving shortly <br />to become the Director of Civil Works in Washington, D. C."and would be <br />replaced by General James G. Donovan. Mr. Rought reviewed the contents <br />of the Conceptual Study Program and Cost Estimate package (Attachment 2) <br />mailed earlier to the committee members for their review. He stressed the <br />preliminary nature of the estimates and the fact that the routes shown <br />were conceptual only based on previous water transmission considerations. <br />In this regard, one of' the state representatives indicated he would like <br />the Corps to consider an additional route which takes water from the Missouri <br />River in Montana and diverting it south by gravity feed across the High Plains <br />to reduce energy cost and pumping requirements. <br /> <br />4. Considerable discussion ensued amongst the state members over the <br />interprepation of Corps responsibilities for determining water availabilities <br />for transmission consideration., Mr. Rought stated that the estimate <br />prepared by the Corps did not included detailed water availability studies <br />and that it was our understanding from the 15 April meeting that the states <br />would determine the origin and quantities of water to be considered for <br />transmision as well as the destination points to be served. Mr. Karabatsos <br />estimated that the study costs shown would have to be increased 30-40 percent <br />if detailed water availablity studies were required. It was agreed that this <br />would not be a Corps responsibility and that the Corps involvement would be <br />limited to the engineering feasibility of water transmission only. Both <br />Mr. Rought and Mr. Karabatsos assured the committee that the Corps would <br />work closely with the states and make available any hydrologic information we <br />might have on a given area which would be helpful to them in their considerations. <br />
