~

~

001349

MR. DAVIS: Here is a eepy of' '\he legislation.

GOVERNOR HANNETT: The Compact and the Act speak for themselves
and we are just 'Wasting time.

MR. DAVIS: This is a part 01' the Compact whioh relates to the
definite oommission 01' the terms used. That is copied into the legislation
ar:d it stands there 'l7erbatim, word for word, where it refers to the
definitions and. where it refers to the tri-state agreemant lifted bodily
and verbatim out of the Boulder Dom Aot. Of course, it does not take all
the CampaGt and all the Boulder Dll!Il Aet.

MR. HEi'IES: That is the sta:t:ement I wnnted te have me.de.

MR. DAVIS: The definitions from the Compact are taken from the
Compaot itself'.

CIt\.IRMAN STONE: Does Arizona desire to submit this Act of the
legislature far the reoord.

MR. DAVIS: We would like te do that.

CHAIRMAN STONE: In lino with the suggestion made by Governar
Hannett let the rooord show that the proposed legislo.tion will be13cme a
part ef the record to oloar a question whi13h has been submitted 'here and
later exp1a.ined in tho 13onversation between Mr. Hewes tUll1 Ur. Davis.

MR. GILES: Suppose we idontity this as Exhibit A in these
proooedings.

. . . The Act referred to was thereupon markod Exhibit A. . . .

MR. SCOTT: I would like te aek Mr. Howes 0. question. It seoms
to me tho.t it is boiling down to a mtter of' timing. I think Mr. Davis
explained 'l:hat one yoar was a11O"1'1Od t'rom the do.to of' the Aot with the
riglrt: of' the Governor te extend tho.t time nnother yoar. As I undorstl1lld
it the California Legislo.ture moets a little bit lateI' thl1ll ours does and
that it adjourns a little bit later, I believe. that it SCl.id in the paper'
the.'t it adjourned on the 17th. It,'looks to mo like this thing is going
to be pretty well eliminCl.ted by the timing o.lld I o.m wondering what the
ef'f'oot is going to be. I o.m wondering if the California Legislature
is going to be able to take any action on this at 'l:h1s timo or do they
intend to taka any aotion on it and, it' not, will they just det'er i'l:.
1'1: seems to me that this e. rather pertinen'l: question at this time in the
timing as outlined. It' we have to oe;rry it over again We will not get
very far. We have made a good gesture. We have done ovorything we can
to get it liP 1ng and passed. We have p1a.ood this bofore our legislature
as e. definite thing but do we have to ask them to extend it further. Is
there any possibility of' making this thing work in view ef tho timing
an it?

GOlJ'ERNOR HANNETT: That question would necessarily be direotod to
Mr. Hewes of' Cw. if'ornia.. I 'chink any answer he oould mako would bo that
no one oould answer for the Legislature of California !l.S it now stands.
