<br />l:~ - : ~ ) 8 <br />I.....~". v'-' <br /> <br />EXECUTIVE SUMMARY <br /> <br />This Special Report documents the findings of a joint effort <br />between the City of Yuma (City) and their contractor Carollo <br />Engineers, and the Bureau of Reclamation (Reclamation) to <br />consider the feasibility of modifying the Yuma Desalting Plant <br />(Desalting Plant) to provide treated potable water to the city. <br />Reclamation has a need to reduce or defray the operation <br />maintenance and replacement costs of the Desalting Plant. The <br />City has an immediate need for additional treatment capacity. <br /> <br />The purpose of this Report is to allow both Reclamation and the <br />City to determine if there is sufficient incentive to enter into <br />negotiations on the specific terms and conditions of a water <br />treatment contract for utilizing the Desalting Plant to provide <br />treated water to the city. The cost savings contained in this <br />report reflect the total benefits that could be shared between <br />Reclamation and the city. <br /> <br />...... <br /> <br />ACTUAL SAVINGS TO THE CITY WOULD BE LESS AND WOULD DEPEND THE <br />NEGOTIATED CHARGE AND OR OTHER COSTS. <br /> <br />This joint expedited effort was conducted to evaluate the <br />alternative of the City contracting with Reclamation for <br />Desalting Plant product water in lieu of expanding their Main <br />street Treatment Plant and/or building additional capacity near <br />their East Mesa Plant. <br /> <br />The construction of the Desalting Plant was authorized under <br />Title I of the Colorado River Basin Salinity Control Act (Public <br />Law 93-320), as part of the permanent solution to meet the annual <br />salinity differential (115 +30 p/m) specified by Minute 242. <br /> <br />Recognizing that the city is currently diverting less than half <br />of their full Colorado River apportionment, an operational <br />concept was proposed that would allow the Desalting Plant to meet <br />the provisions of Minute 242, save Wellton-Mohawk return flow, <br />while at the same time continuously provide potable water to the <br />city. The concept would require adding a water intake from a <br />colorado River source, providing water transmission to <br />interconnect the Desalting Plant with the city's system, other <br />minor modifications, and the replacement for a minor increase in <br />operational bypass. <br /> <br />Under the proposal the method of operation, source of water and <br />specific process used by the Desalting Plant to treat the Yuma <br />supply will vary depending upon conditions of the Colorado River <br />
