<br />. <br /> <br />. <br /> <br />Agenda Item 18f. <br />November 26, 1996 <br /> <br />2 <br /> <br />DISCUSSION <br /> <br />The Study would be funded primarily at the local level, through a cooperative effort of the <br />participants, SECWCD will provide $75K, and Local Participants will fund approximately <br />$50k, SECWCD is actively recruiting additional participants who will contribute cash and "in <br />kind" services, The response of the water community has been favorable, <br /> <br />This Study will identify the long term water needs of numerous water user groups in the <br />Arkansas Basin. Since the study benefits are so broad, funding could be in the form of a grant. <br /> <br />The Study will also identify potential water supply and storage projects, The most cost effective <br />projects on the list may be constructed with loan funding from the CWCB. The entire proposal <br />is attached. <br /> <br />Starting in fiscal year 1997 (July 1, 1996) the CWCB has been authorized to expend (grant) up <br />to $100K from the Operational Account of the Severance Tax Trust Fund for "water resource <br />planning at the local level. " The Study proposed by the SECWCD could be funded from this <br />account. <br /> <br />STAFF RECOMMENDATION <br /> <br />The staff recommends: <br /> <br />1. That a construction fund Grant in an amount of $75,000, be approved for the <br />Southeastern Colorado Water Conservancy District to Conduct a "Water and <br />Storage Future Needs Assessment for the Arkansas River Basin", and <br /> <br />2. That funding for the Study come from the Operational Account of the Severance <br />Tax Trust Fund, and <br /> <br />3, That Grant approval shall be contingent upon completion of the full Scope of <br />Study, and upon all standard contracting provisions of the CWCB, as determined <br />by the CWCB Executive Director. <br /> <br />Action Taken bv the CWCB. November 25.1996 <br /> <br />The CWCB approved the Staff Reconunendation. <br />
