November 26, 1996 2 DISCUSSION The Study would be funded primarily at the local level, through a cooperative effort of the participants, SECWCD will provide $75K, and Local Participants will fund approximately $50k, SECWCD is actively recruiting additional participants who will contribute cash and "in kind" services, The response of the water community has been favorable, This Study will identify the long term water needs of numerous water user groups in the Arkansas Basin. Since the study benefits are so broad, funding could be in the form of a grant. The Study will also identify potential water supply and storage projects, The most cost effective projects on the list may be constructed with loan funding from the CWCB. The entire proposal is attached. Starting in fiscal year 1997 (July 1, 1996) the CWCB has been authorized to expend (grant) up to $100K from the Operational Account of the Severance Tax Trust Fund for "water resource planning at the local level. " The Study proposed by the SECWCD could be funded from this account. STAFF RECOMMENDATION The staff recommends: 1. That a construction fund Grant in an amount of $75,000, be approved for the Southeastern Colorado Water Conservancy District to Conduct a "Water and Storage Future Needs Assessment for the Arkansas River Basin", and 2. That funding for the Study come from the Operational Account of the Severance Tax Trust Fund, and 3, That Grant approval shall be contingent upon completion of the full Scope of Study, and upon all standard contracting provisions of the CWCB, as determined by the CWCB Executive Director.
