P.E. <br />Director, eWeB <br /> <br />(upDATED December 26, 1996) <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: November 13, 1996 <br /> <br />SUBJECT: Agenda Item 18f., November 25-26, 1996, Board Meeting-- <br /> <br />Southeastern Colorado Water Conservancy District. <br />Approval of a Feasibility Study Grant in amount of $75,000 to Conduct a <br />"Water and Storage Future Needs Assessment", for the Arkansas River <br />Basin. <br /> <br />BACKGROUND <br /> <br />The Southeastern Colorado Water Conservancy District (SECWCD) has submitted a request for <br />a grant as partial funding of a Water ~d Storage Future Needs Assessment for the Arkansas <br />River Basin, They are requesting a grant of $75K, ,approximately 38% of the total estimated <br />study cost of $200K, <br /> <br />Over the past several years, the CWCB Director, as well as the State Engineer, have been <br />attending meetings of the Arkansas River Coordinating Committee, These meeting were <br />attended by the majority of water interests in the Arkansas basin, and were an outgrowth of the <br />Kansas/Colorado lawsuit and the need to fully regulate junior wells in the basin, New S,E.O. <br />rules have been implemented, and several well augmentation associations have taken steps to <br />acquire permanent water rights for well augmentation purposes, <br /> <br />With some of the near term issues resolved, SECWCD set up a Storage Study Committee to <br />look at long term projections for the Valley, They have conducted meetings, and surveyed water <br />users within District boundaries, A significant question is weather there will be sufficient water <br />in the basin to satisfy all projected water needs, <br />
