",,'

-;-,i

Governor Roy Romer
September 9" 1994
Page Two

.:,"::"':::.:'!:.
. . .~~

flow release. A simple way to look at the loss is to acknowledge
that a two cubic foot per second flow would easily produce five
tons of alfalfa per acre on 160 acres. At today's prices, that
would amount to approximately $100,000_ However, the losses are
greater than that. Instead of just producing 160 less acres of
alfalfa, the loss was spread to all shareholders. Even though
expenses such as water, fertilizer, seed, taxes, etc. stayed the
same, crop yields are down and crops are of poorer quality. A
good example of this is apples. Instead of having enough' water
to make the "extra fancy" ,grade and being worth 40C to SOC per
pound, they are being sold 'as juice apples for 2C to 3~ per pound.
The same is true of all other crops.

In conclusion, we,are asking you to do three things~ 1. We
need you to take positive action to stop the by-pass flow from
the Overland Reservoir immediately. Any delay will continue to
cause further financial harm to the shareholders. 2. We ask that
you declare a disaster in the area served by' the Overland Ditch
and Reservoir Company and instruct the ASCS office to provide
emergency help in the form of such things as an emergency feed
prograril;o"low interest, loans, etc. 3. We ask that you instruct the
Colorado Water Conservation Board to release us from our obliga-
tion to make our $31,076 loan payment to them in December of this
year. ' ,

We hope you understand the severity of the problem and can
offer immediate help.

Sincerely,

THE OVERLAND BOARD OF DIRECTORS

pf?~as~esident

f13...ttZ V~,
Billy ~arner.
