.

.

to identify and categorize the water deliveries to the District, based on the available data, For
example, historic diversions listed for Harmony Ditch No, 1 include water for direct use outside of
the District by the Harmony Ditch Co" and water delivered for direct use on District lands, Le" water
for direct use which is run through the Julesburg Reservoir. Also, the District has historically taken
delivery of an amount of Harmony Ditch No. 1 direct irrigation diversions which apparently are in
excess of its pro rata share of the ditch ownership (14 percent). The actual percentage of deliveries
is not known,

.

.

Beginning in 1987, the District 64 Water Commissioner has estimated the amount of
Harmony Ditch No, 1 water which was diverted for irrigation and delivered to the District. The Water
Commissioner's estimates of the irrigation delivery split between Harmony users and the District are
also presented In Appendix F, Based upon the four years of record, it appears that the Harmony
users annually divert approxlmately.8,400 acre-feet.

.

.

Using all of the data available, an estimate of the long-term average water deliveries for the
various water rights was made and is summarized in Table 8. No diversion records are available
for the Settlers Ditch, In recent years, only limited diversions have been made through the Settlers
Ditch, and also apparently some well pumping has been credited against the ditch, See Table F6
in Appendix F,

.

Water Utilization
Due to the complexities, inconsistencies, missing or incomplete records, and the number
of water sources used for irrigation within the District, it is beyond the scope of this report to
analyze In detail the water deliveries for irrigation within the District boundaries, Based upon the
data in Appendix F, and assuming the long-term average delivery of Harmony Ditch No.1 water to
the Harmony users is reflected by the four years of record in Appendix F, Table F7, we have
prepared an estimate of the long-term average monthly water requirement--water supply balance
for the District. Table 8 presents the results of the water balance. Canal seepage and evaporation
losses were estimated to be about 8,400 acre-feet per year, assuming a loss of 20 percent of the
water diverted through the canals. Groundwater withdrawals of about 13,700 acre-feet per year
would provide a supplemental water supply to ensure an adequate water supply. Groundwater
withdrawals were estimated assuming that any portion of the farm head gate delivery requirements
which is not met by the surface water delivered to fields would be met with groundwater (See

.

.

.

10

.
