<br />. <br /> <br />. <br /> <br />been diverted through the Settlers Ditch, These ditches also divert from the South Platte River, <br />Numerous irrigation wells are also located within the District. <br /> <br />. <br /> <br />ProDosed Rehabilitation Proiect <br />During the early 1970's, the Colorado Division of Water Resources (State Engineer's Office) <br />initiated a dam safety inspection program. As a consequence of potential safety problems identified <br />during the inspection of Julesburg Reservoir's outlet works and dam embankments, the State <br />Engineer mandated the repair of the two largest embankments, Dam Nos, 2 and 3, and the outlet <br />works, The maximum storage level in the reservoir was also restricted to as low as gage height <br />21,0 in 1985 (the normal operating level is gage height 25,5). Since 1985, the two largest <br />embankments have been rehabilitated through the installation of extensive toe drains, embankment <br />filters and drainage blankets, and embankment stabilizing berms. Major rehabilitation of the outlet <br />works will. be required before the State's reservoir storage restriction is rescinded. Minor <br />rehabilitation measures for Dam Nos, 1 and 4 were also recommended, These repairs would be <br />similar to those performed on Dam Nos, 2 and 3, but of a much reduced scope, It is believed that <br />much of the work on Dam Nos, 1 and 4 can be performed as regular maintenance by the Julesburg <br />Irrigation District maintenance personnel. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />. <br /> <br />This proposal has been prepared to address the feasibility of repairing the reservoir outlet <br />works and the adjacent embankment fill of Dam No, 4, In order to perform these fairly costly repairs <br />in a timely fashion (during the fall and winter of one season), the Julesburg Irrigation District has <br />applied for a loan from the Colorado Water Conservation Board (CWCB) Construction Fund in the <br />amount of $325,000. Details of the proposed rehabilitation work and the District's ability to repay <br />the construction loan are discussed in subsequent chapters, <br /> <br />. <br /> <br />Climate <br /> <br />. <br /> <br />Sedgwick County has a semiarid, continental climate. Wide varia.tions in precipitation, <br />temperature, and humidity are characteristic, Except during a short period of hot weather in July, <br />summer days are warm and the nights are cool. Winter temperatures are mild, but strong winds <br />make the weather seem colder than the thermometer indicates, Chinook winds are common, and <br />heavy snow is infrequent.
