The person signing for the District was duly elected or appointed and is <br />authorized to execute the Contract and to bind the District to perform its <br />obligations thereunder. <br /> <br />2, The election held by the District whereby the electors approved increasing the <br />District's debt for the purpose of acquiring water rights was conducted pursuant to <br />the District's statutory authority and all state and local laws, <br /> <br />3.
