Since November, the staff has met with the consultant to the District, <br />George M, Underwood, who has provided additional information regarding the existing and <br />proposed water supply systems and additional financial analyses. With regard to the issues <br />raised in the December 28th letter, the staff has determined the following: <br /> <br />Technical Summary <br /> <br />The MCQWD project involves a pipeline of about 75 miles in length from Carter Lake <br />to the MCQWD service area and facilities for subsurface injection and withdrawal of <br />the water as well as local transmission lines. The SWSP pipeline portion of the project <br />would supply 1,080 acre-feet per year. Colorado-Big Thompson water for the project <br />would be leased from the Riverside Irrigation Company, Also, some additional wells <br />would be developed in the San Arroyo basin to provide 300,acre-feet per year. A <br />project map is provided in Attachment B, <br /> <br />The MCQWD project is divided into three phases as follows: <br /> <br />I Phase I Location I Costs (1) r Schedule I <br /> I Carter Lake to PlattevilIe $1,089,000 7/95-7/96 <br /> II Platteville to east of Wiggins $2,450,650 7/00-7/01 <br /> III MCQWD local facilities $2,139,183 1/01-7/01 <br /> Total Cost $5,678,833 <br /> (1) Costs adjusted for inflation over construction period, <br /> <br />. <br /> <br />Engineering design work and environmental studies for the pipeline are being done <br />under the direction of the NCWCD. Design and construction of local facilities will be <br />under the direction of the MCQWD, The feasibility study by Underwood is still in <br />preparation but based on the information provided to date, there appear to be no <br />insurmountable technical problems, <br /> <br />Alternatives <br /> <br />The District now utilizes groundwater for its entire supply from shallow wells in the <br />Hay Gulch Basin and the Beaver Creek Basin, Four wells in the Hay Gulch Basin are <br /> <br />. <br />
