The District is proposing to participate in <br />the Southern Water Supply Project (SWSP) of the Northern Colorado Water Conservancy <br />District (NCWCD) and to develop a small well field at an estimated cost of about $5,7 <br />million and is requesting $4,260,000 in CWCB funding. The project would replace an <br />existing groundwater source with surface water from the SWSP pipeline and with <br />groundwater from a local aquifer. <br /> <br />In addition to funding for the proposed project, the District is also requesting financial <br />assistance from the CWCB for refmancing of an existing bond issue. Refunding of the bonds <br />in 1995 would require a total of about $1.1 million of which the District is requesting <br />$848,000 in funding from the CWCB. <br /> <br />At the November 1994 meeting, the Board voted to set aside funds for the District's <br />participation in the SWSP and to consider the loan application again at the January 1995 <br />meeting, The Board expressed a desire for clarification of certain financial and planning <br />issues regarding the proposed project. <br /> <br />An issue which has arisen since the November Board meeting is the status of the MCQWD as <br />a public "enterprise" under the TABOR amendment. For 1992 and 1993, property taxes <br />accounted for approximately 26 percent of the District's total revenues, <br /> <br />. <br />
