To fix, maintain and revise fees, rates and <br />charges for all water functions, services or <br />facilities provided by the Authority; such rates <br />and charges to be in such amount or amounts as <br />necessary to provide for the acquisition or devel- <br />opment of raw water, the operation and main- <br />tenance of Authority facilities, debt service and <br />reserves, capital improvements and other obliga- <br />tions and expenses of the Authority. All Con- <br />tracting Parties shall be charged at the same <br />rate for treated water delivered to their <br />delivery point, or points, unless nonuniformity <br />of rates is required by bond covenants, and in <br />such case, the nonuniformity of rates shall be <br />subject to the unanimous approval of the Auth- <br />ority's Board of Directors. The requirement for <br />uniform rates for the Contracting Parties shall <br />not prohibit the Authority from a rate structure <br />incorporating peak period pricing concepts or an <br />increasing block rate based upon per capita con- <br />sumption rates. The.Authority shall not utilize <br />a declining block rate structure. <br /> <br />m. To adopt, by resolution, regulations respecting <br />the exercise of its powers and carrying out of <br />its purpose. <br /> <br />n. To receive. contributions, gifts, bequests or <br />other grants of cash, equipment or services from <br />the Contracting Parties or other entities, in- <br />dividuals, or political subdivisions. <br /> <br />o. To provide for the rehabilitation of any surfaces <br />adversely affected by the construction of water <br />pipelines, facilities or systems through the <br />rehabilitation of plant cover, soil stability, <br />and other measures appropriate to the subsequent <br />and beneficial use of such lands. <br /> <br />p. To justly indemnify property owners or others <br />affected for any losses or damages incurred, <br />caused by, or which result from, actions of the <br />Authority. <br /> <br />q. In general, to exercise all powers which are now, <br />or hereinafter may be, conferred by law upon a <br />water authority organized pursuant to the Ac.t, or <br />necessary, incidental, convenient or conducive to <br />the attainment of its purposes and provision of <br />its functions, services and facilities, subject <br />to such limitations as are, or may be, prescribed <br />by law. <br /> <br />3. <br /> <br />Board of Directors. <br /> <br />The governing body of the Authority shall be Board of <br />in whi~h al~ le~islative power of the Authority is <br /> <br />Di::-ectors <br />vested. <br /> <br />., <br />"- <br /> <br />~ <br /> <br />3.1 Number: The initial number of Directors shall be <br />six (6).
