,. ~

.

.

t'
'.':"
-',f'

. Deliverables: Memo summarizing the approaches as well as steps in creating the various input files and
results. Graphs of the Clark gage flows wiIl be presented for each model. This memo wiIl also mention
the execution times for each approach.

Task 3 - Develop user documentation on "pro's and con's" of daily models

Purpose: There are numerous pros and cons with developing a daily simulation model. The objective of
this sub task will be to prepare a memorandum that can be incorporated in the CDSS documentation, to
educate users on major issues associated with daily modeling.

Approach: Develop a memorandum that discusses, at a minimum,
o daily vs monthly diversions during a rising, falling and steady hydrograph,
o daily vs. monthly data availablitly
odailyvs. monthly data filling,
. daily vs. monthly routing,
o daily vs. modeling return flows,
o daily vs. monthly reservoir operations

Deliverables: Memorandum as described above, expected to contain approximately 2 figures and 10
pages of text.

Task 4 - Recommend approach for basinwide model

Purpose: Detennine scope and budget for basinwide daily model.

Approach: Considering experience and results of Task 2 and input from the State, recommend an
approach for developing a daily model of the entire Yampa basin. Choice of approach should consider
execution time and data management issues (e.g., file sizes) for the daily model. For example, it should
recognize the need to fill historical gage and/or diversion data, as applicable, in the basin outside the
pilot area. Need for modifying CDSS tools (potentiaIly Statemod output requirements, Mixed Station
model, or DMI's) should be identified. Work tasks will be outlined for the selected approach and
development cost of the basinwide daily model will be estimated.

Deliverable: Draft and final memos describing selected approach to a basinwide daily model, and
rationale for approach. Memo shall include description of work tasks, and estimated budget and
schedule if these tasks are to be completed by Boyle. Elements that Boyle cannot execute because they
lie outside of Boyle's expertise or authority, will be itemized, although detailed descriptions thereof will
not be included.

Task 5 - Develop basinwide Yampa model for 1909-1996

Purpose: Develop a daily simulation model for the extended historical period.

Approach: This task will be undertaken only after written authorization from the State, based on
conclusions of Task 4. In accordance with the scope and budget developed in Task 4, prepare the
basinwide Yampa model. Calibration will focus on alterations made from the monthly model, for
example, adjustments to patterns selected to disaggregate from monthly to daily.
