We, P.E. <br />Director, CWCB <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Bill Green '13 ~ <br /> <br />FROM: <br /> <br />DATE: <br /> <br />July 17, 1995 <br /> <br />SUBJECT: <br /> <br />Agenda Item 23d., July 24-25, 1995, Board Meeting-- <br />Water Project Construction Loan Program - Reconnaissance and Feasibility <br />Studies - Town of Norwood <br /> <br />BACKGROUND: <br /> <br />At the January 1995 meeting, the Board recommended a supplemental authorization of <br />$630,000 for the Town of Norwood/Norwood Water Commission to construct a new raw <br />water reservoir to provide the Town with independent storage and a winter water supply <br />(January agenda item 18a.). This amount, together with a previous authorization of $320,000, <br />will result in $950,000 of CWCB financing for the reservoir project. <br /> <br />DISCUSSION: <br /> <br />Two of the conditions that the Board attached to final loan approval were as follows: <br /> <br />(a) The loan shall be contingent upon satisfactory completion of the draft feasibility <br />study and acceptance of the fmal version of the feasibility study by the CWCB staff. <br /> <br />(b) The loan shall also be contingent upon the submittal to the staff, either as a part of <br />the feasibility study or separately, a detailed plan, approved by the Norwood Water <br />Commission, for acquiring and utilizing adequate water supplies for the purposes of <br />the proposed project. <br /> <br />In March, Norwood's engineering consultant submitted the fmal version of the feasibility <br />study which has been accepted and approved by the CWCB staff, thus meeting the first <br />condition above. In early May, the Norwood Water Commission (NWC) sent a letter, <br />
