Purgatoire River Transit Loss Study: Funding <br /> <br />The Arkansas River Compact Administration budget for FY 1995-96 (1st revision) (7/1/95 <br />- 6/30/96), as approved December 13, 1994, contains $2,000 for ARCA's participation in Phase <br />I of the USGS' study of transit losses and travel times on the Purgatoire River. The $2,000 <br />contribution is included in the USGS Colorado District Joint Funding Agreement for federal FY <br />1995 (10/1/94 - 9/30/95) as stated in Doug Cain's February 24, 1995 letter to Jim Rogers. Jim <br />signed the Joint Funding Agreement in March 1995 and no further action is needed to implement <br />ARCA's decision to participate in Phase 1. (As Doug notes in his letter, ARCA has not made <br />any funding commitments for federal FY 1996, and may wish to consider doing so at the 1995 <br />Annual Meeting). <br /> <br />Colorado H.B. 95-1155, the CWCB Construction Fund Bill, was signed by Governor <br />Romer on May 4,1995. Section 5 of the bill authorizes the CWCB to expend up to $60,000 "for <br />an investigation and assessment of transit times and losses associated with releases of water from <br />the Trinidad Reservoir...". As previously agreed during discussions between the CWCB and <br />Purgatoire River Water Conservancy District (PRWCD), $25,000 of the $60,000 would be used <br />to fund a portion of the Phase I cost of the study. <br />
