However, Colorado believes the Colorado River Basin Salinity Control Forum's budget <br />recommendation is more appropriate and strongly urges the Committee to write-in the Salinity <br />Control Forum's recommendation and maintain the operation and maintenance amounts idcntified <br />in the President's budget. <br /> <br />The Forum's recommendation, which is limited to Title II funding, is $18.6 million for Title <br />II construction and General Investigations: this includes construction funding for the Grand Valley <br />Unit ($6,799,000), Lower Gunnison Unit ($4,001,000) and Paradox Unit ($300,000); $7.0 million <br />for construction under "Title II, New Format"; and $500,000 for General Investigations. The <br />recommendations for operation and maintenance total an additional $4.015 million as outlined in <br />the President's budget. <br /> <br />The Colorado River Salinity Control Program is extremely important to the Colorado River <br />Basin States. Since 1974, the Colorado River Basin States and the Forum have worked diligently <br />to develop and implement a cost effective means for controlling salinity in the Colorado River as <br />required by the Clean Water Act, Colorado River Basin Salinity Control Act and other federal <br />laws. <br /> <br />U.S. ARMY CORPS OF ENGINEERS <br /> <br />The President's budget recommends $2.42 million for construction on the Alamosa Flood <br />Control Project. Colorado supports this budget request. <br /> <br />This project will provide a 100-year flood protection levee system along the Rio Grande <br />through the community of A1amosa. In addition to providing needed flood control, this project <br />will also help Colorado meet delivery requirements to New Mexico and Texas as mandated by <br />interstate compact. The Colorado Water Conservation Board has recommended that the General <br />Assembly approve matching funds for this project. <br /> <br />Operation and Maintenance <br /> <br />Colorado strongly supports the budget recommendations for normal operation and <br />maintenance at the following facilities: <br /> <br />John Martin Reservoir <br />Trinidad Lake <br />Bear Creek Lake <br />Chatfield Reservoir <br />Cherry Creek Reservoir <br /> <br />$1,475,000 <br />$ 609,000 <br />$ 429,000 <br />$1,000,000 <br />$ 978,000 <br /> <br />The waters impounded by these five facilitics, in addition to providing flood control, are <br />heavily used for recreation and the state has cooperative agreements with thc U.S. Army Corps <br />of Engineers to providc recreational facilitics at these projects. <br /> <br />Continuing Authorities <br /> <br />The U.S. Army Corps of Engineers, through its District and Field Offices, continue to <br />provide Colorado communities with support on emergcncy stream bank protection, small flood <br /> <br />5 <br />
