Continued funding for operation and maintenance of Corps projects. <br /> <br />The State of Colorado also concurs with the testimonies presented to this Committee by <br />Wayne Cook, Executive Director of the Upper Colorado River Commission on behalf of the Upper <br />Colorado River Commission and the Upper Colorado River Basin States of Colorado, New <br />Mexico, Utah, and Wyoming, and by Jack A, Barnett, Executive Director of the Colorado River <br />Basin Salinity Control Forum, Their testimonies detail the recommended budget requests for water <br />project construction and planning, endangered fish recovery efforts, salinity control projects and <br />other water related programs in the Colorado River Basin. The State of Colorado also supports <br />the testimony offered by the Arkansas Basin Development Association on March 23, 1995, <br /> <br />RECOMMENDED FUNDING FOR COLORADO PROJECTS <br /> <br />Specific budget recommendations for projects and activities 10 Colorado include the <br />following: <br /> <br />U.S, BUREAU OF RECLAMATION <br /> <br />Colorado strongly supports the Adrninistration's budget recommendations for the U,S. <br />Bureau of Reclamation's continued operation and maintenance of a number of projects in <br />Colorado, The State also wishes to voice its support for continuing the General Investigation <br />Programs outlined in the Administration's budget. In particular, we want to call the Committee's <br />attention to the following projects which are of major importance to Colorado and our <br />recommendations to you for increased funding in two particular areas--the Animas-La Plata Project <br />and the Colorado River Salinity Control Program_ <br /> <br />Animas-La Plata Proiect <br /> <br />The Administration's budget recommends $4,879 million to initiate project construction. <br />Colorado supports a budget recommendation of at least this amount, consistent with adequate <br />completion of all necessary environmental documentation, The State of Colorado further requests <br />a budget increase of$8.871 million, bringing the total budget recommendation to $14,0 million <br />in order for construction to remain on a schedule that will satisfy the Colorado Ute Indian Water <br />Rights Settlement Act. <br /> <br />The Animas-La Plata Project in southwest Colorado was authorized in the Colorado River <br />Basin Project Act (1968) and will provide important agricultural and municipal water supplies to <br />the region, It is also the keystone of the Southern Ute and Ute Mountain Ute Tribe's reserved <br />water rights settlement agreement. In 1988, Congress recognized the settlement among thc Ute <br />Tribes and various interests in southwest Colorado and northwest New Mexicn in P.L. 100-585, <br />the Colorado Ute Indian Water Rights Settlement Act. The settlement agreement identified Ihe <br />proposed Animas Project as the primary means for resolving competing water related claims of <br />the disputing parties.
