<br />.. <br /> <br />- <br /> <br />ST\.TEMENT OF THE STATE OF COLORADO <br />BEFORE THE <br />HOUSE COMMITTEE ON APPROPRIATIONS <br />ENERGY AND WATER DEVELOPMENT SUBCOMMITTEE <br />UNITED STATES HOUSE OF REPRESENTATIVES <br />FOR THE BUREAU OF RECLAMATION AND CORPS OF ENGINEER PROJECTS <br />IN COLORADO FOR FY 1996 APPROPRIATIONS <br /> <br />Washington, D.C. <br />March 28, 1995 <br /> <br />Mr. Chairman and Members of the Committee: <br /> <br />I am Daries C. Lile, Director of the Colorado Water Conservation Board, I appreciate the <br />opportunity to testify before you today on behalf of Governor Roy Romer, James S, Lochhead, <br />Executive Director of the Colorado Department of Natural Resources, and the Colorado Water <br />Conservation Board--the state agency charged with the protection and development of Colorado's <br />water resources, <br /> <br />SUMMARY OF REOUESTS <br /> <br />Colorado supports the Administration's budget requests for FY 96 for funding projects and <br />activities of the Bureau of Reclamation and the Army Corps of Engineers in Colorado with <br />emphasis on the following projects and activities: <br /> <br />U.S. Bureau of Reclamation <br /> <br />. Animas-La Plata Project - $14,0 million for construction, The Administration's <br />budget recommends $4,879 million for initial project construction and $250,000 for <br />construction of Recreation and Fish and Wildlife facilities. In order to satisfy the <br />time schedule in the Indian Settlement Agreement, the State of Colorado requests <br />that the budget be increased by $8.871 million, <br />. Upper Colorado River Basin Endangered Fish Recovery Program - $6.373 million <br />for construction activities and $100,000 for General Investigations. <br />. Dolores Project - $3.47 million for continued construction. <br />. Eastern Colorado Projects (Fryingpan-Arkansas, Colorado-Big Thompson and <br />Arkansas River Water Quality Improvement Program) - $700,000 for Arkansas <br />River Water Quality Improvement Program construction and $11.594 million for <br />operation and maintenance of the Eastern Colorado Projects. <br />. San Luis Valley Project, Closed Basin Division - $3.195 million for continued <br />construction, operation and maintenance. <br />. Colorado River Basin Salinity Control Program - The State of Colorado supports <br />the Salinity Control Forum's request of $18.6 million for construction and general <br />investigations under Title II of the program. This is an increase from what was <br />proposed in the Administration's budget. <br />. Southwest Colorado Rural Water Supply Study - $75,000' to initiate the <br />investigation. <br />. Continued funding for operation and maintenance of existing Reclamation projects. <br />
