State Engineer: To administer exchanges and make futile call <br />determinations with respect to rights on the Purgatoire River. <br /> <br />2. eWCB: To provide a basis for improved management of basin water <br />resources. <br /> <br />3. U. S. Army Corps of Engineers: To better determine impacts of <br />changed flood release schedules due to channel limitations below <br />Trinidad Lake. <br /> <br />4. PRWCD: To provide a basis for accounting of exchanges betweenJMR <br />and Trinidad Lake, <br /> <br />5. Colorado Division of Parks, Colorado Division of Wildlife, and City of <br />Trinidad: To provide a basis for exchange to the permanent pool at <br />Trinidad Lake. <br /> <br />6. Colorado water users above and below JMR, as well as the State of <br />Kansas: To obtain an understanding of the study and provide input to <br />methodologies, so they will be able to accept study results if and when <br />applied to river operations in the future. <br /> <br />Recommendation <br /> <br />This item is informational only at this time. ewCB staff and PRWCD will <br />be working with USGS and other potentially interested water users and agencies to further <br />refine the necessary scope and cost of the transit loss study. An effort will be made to have <br />all parties that may be benefitted by the study contribute to its cosL The Board at this time <br />should indicate whether it is generally willing to participate in this effort both financially and <br />through use of staff time. When the transit loss study proposal is more definite, the Board <br />can then consider the exact terms under which it may wish to participate. <br /> <br />pb0694.memo <br />
