.

.

.

.

.

Detailed Work Plan

For this task, each problem analyzed during the problem-centered design effort will
be . walked-through . with users in order to identify what data is needed to support the
solution of that problem.

Data for the CRDSS can be either straightforward sequences of any of the four data
scales (categorical, ordinal, interval, or continuous). However, depending on the needs of
models for input and the needs for particular types of output as expressed by users, higher
fonns of derived data may need to be generated. When this is indeed the case, the process
goes deeper to finding the set of base data from which the complex data are derived, and also
into the specification of the various combinations and functions through which base data are
compiled into complex data.

The required complexity and derivation relationships among various data depend on
the results of the needs analysis. Aspects such as the spatial and temporal granularity of data,
absolute versus relative data values, absolute versus relative frequencies,' the various
categorizations of both numerical and non-numerical data, and possible measures of
certainty/uncertainty associated with particular pieces of infonnation, need to be assessed and
evaluated against expressed needs.

Also, visualization tools may need to be developed for displaying particular types of
data. Although the actual development of those tools will be a task for the actual
development of the CRDSS, the feasibility study needs to provide guidelines as to the
,ccmplexity/derivation or required data.

Tne foregoing evaluations will identify any gaps in data that require to be fIlled in _
order to meet system needs. Once the data needs and the relationships among the various
data have been established, a number of issues considering the representation of this data in
the CRDSS and the acquirement of that data will be addressed. These include:

· Is the data time-series based? If so,is the data near real-time data, historical data,
or simulated?

· What is the reliability/accuracy of the data?

. Is the data in a digital fonnat?

· Is the data available in a hard copy form?

· Is the data tabular?

. Is the data graphic?

· What is the source of the data?

. Where does the data reside and who owns it?

-8-
