Contract Encumbrance Number; C153625: and <br /> <br />WHER.E..<\S, required approval. clearance and coordination have been accomplished from and with appropriate agencies: and <br /> <br />. <br /> <br />WHEREAS, pursuant to the provisions of section 37-60-115, <br />Colorado Revised Statutes, as amended by section 2 of Chapter <br />333, Session Laws of Colorado 1992, the State is authorized to <br />expend such moneys as may be allocated, appropriated, or <br />otherwise credited to the Colorado Water Conservation Board <br />construction fund for such projects and programs as may be <br />specifically authorized by the General Assembly, including but <br />not limited to development of river basin models within and <br />without the state, policy formulation, interstate negotiations, <br />and water management within the state; and <br /> <br />WHEREAS, the Colorado Water Conservation Board recommended <br />this project to the legislature for approval at its January 1992 <br />meeting; and <br /> <br />WHEREAS, pursuant to the provisions of section 10 of Chapter <br />333, Session Laws of Colorado 1992, the State is authorized to <br />undertake a needs analysis and feasibility study of a Colorado <br />River Decision Support System; and <br /> <br />WHEREAS, the Contractor has submitted a proposal to the <br />Colorado Water Conservation Board to conduct a needs analysis <br />and feasibility study for a Colorado River Decision Support <br />System, hereinafter sometimes referred to as the project; and <br /> <br />. <br /> <br />WHEREAS, the selection of the Contractor by the State was <br />pursuant to sections 24-30-1401 through 1408 of C.R.S., 1988 & <br />1991 Supp. ("Part 14"), for negotiation of consultation <br />contracts; and <br /> <br />Page 1 of !i Pages <br /> <br />\ <br />
