The District's residents will be billed <br />the in-City water rates rather than the rates currently paid. <br /> <br />b. Sewer: The city currently operates the <br />regional sewer plant pursuant to an agreement with Mesa County, <br />which is a co-owner of the plant with the City, and the City cur- <br />rently provides sewer services to the District's residents pursu- <br />ant to a contract with the District. On and after the annexation <br />date, the City will continue to provide District's residents with <br />sewer services on the same terms and conditions, and for the same <br />rates and charges, as other City residents. Beginning the first <br />day of the month following the annexation date, rates paid by the <br />District's residents will be reduced to the existing City rate of <br />$10.35 per EQU. Rates for City residents, including the Dis- <br />trict's residents, will change over time in response to changing <br />circumstances and as authorized by the City Council. <br /> <br />c. Irriaation: The District currently owns <br />and operates an irrigation system, using non-potable water, for <br />the benefit of its residents. fhe facilities comprising the Dis- <br />trict's irrigation system are listed on Exhibit "District <br />Irrigation". The City does not currently operate any similar <br />irrigation systems in residential areas. However, on and after <br />the annexation date, the City aqrees that it will assume <br />responsibility for operation, maintenance, and billing for the <br />District's irrigation system. The irrigation system will be <br />operated by the city on a self-supporting enterprise fund basis, <br />with the District's residents paying the cost of operation. Rates <br />and charges will be applied by the City to pay reasonable and <br />customary operating, capital, and depreciation costs of the <br />system. The City will handle the billing for the irrigation <br />system services. The City agrees to operate the irrigation system <br />for the lowest reasonable cost, consistent with sound maintenance <br />and operation practices, and to maintain an adequate reserve for <br />depreciation. <br /> <br />d. Trash Collection: The city operates sol- <br />id waste collection services for City residents and, pursuant to <br />ordinance, is the exclusive hauler for all residences of eight <br />units or less. For residential structures consisting of more than <br />eight units and commercial users, the owner presently has an op- <br />tion to be provided service by the City or by private hauler. <br />Within six months after the annexation date, the City will provide <br />the District's residents with trash collection services on the <br />same terms and conditions, and for the same rates and charges, as <br />other City residents. <br /> <br />e. streets and Roads: within three years <br />after the annexation date, the city will spend at least $300,000 <br />for reconstruction of and other capital improvements to the <br /> <br />.:ll\d <br />
