Engineering services to be provided include design and construction related
engineering as described in more detail in the following scope of work.

SCOPE OF WORK

Phase 1 - Site Investif!ation

I. Approximately three days of geotechnical drilling is planned for the site. In addition, two days
of permeability testing of the bedrock is planned. The test holes will be advanced around the
perimeter of the site to sample overburden, sand, gravel, and bedrock. Piezometers will be
installed along the south side of the reservoir for the monitoring of groundwater levels,
Permeability testing will be conducted using a Packer testing apparatus.

Soil sample collection in the interior of the lake may be possible if the lake is drawn down and
access across the soft bottom is developed. We will log and gather test pit samples if access
onto the lake bottom is possible and excavator is made available by Hall-Irwin or a
subcontractor for geotechnical sampling. An interior lake geotechnical investigation is
important to evaluate the suitability of the lake bottom sediment and overburden soils for use in
slope liner construction. If the lake is not drawn down in time for this sampling, estimates of the
soils will be made based upon the previous lake interior sampling and the proposed sampling
along the lake perimeter.

2. Laboratory testing of the soil and bedrock material will be performed to obtain data, including
gradations, in-place moisture content, Atterberg limits, and Standard Proctor tests to develop
moisture density relationships. Up to two remolded permeability tests will be performed on the
soil proposed for use in the slope liner. Strength testing will be conducted to evaluate the
strength characteristics of the potential embankment material and embankment foundation.

CIVIL AND ENVIRONMENTAL ENGINEERING' PLANNING

www.rmcco.com
