Box 1120 <br />Glenwood, CO 81602 <br /> <br />Re: Wolford Mountain Reservoir Project Cost Reimbursement <br /> <br />Dear Dave: <br /> <br />I have finally finished sorting through the supporting paperwork for your initial <br />reimbursement request for the Wolford Mountain Project. I have also reviewed the terms <br />of the contract between the CWCB and the River District and have researched the project <br />files and statutes for information which might help clarify what items should be reimbursable <br />under the project contract. <br /> <br />It appears to me that the CWCB can provide a 50 percent cost-share reimbursement <br />to the River District for $6,310,414.52 of the stated project costs. This is $478,780.31 less <br />than the total of the expenditures claimed by the River District, which amount is composed <br />of the following two items deleted from the pay request. <br /> <br />1. Feasibility Study - $417,212.87 <br />It appears that the Feasibility Study was assembled well in advance of when the <br />project was first presented to the CWCB. I have been unable to find any <br />mention of intent to fund the Feasibility Study by the CWCB. It also appears <br />that the study was performed independent of CWCB input. Therefore, it would <br />appear to be non-reimbursable. <br /> <br />2, ,Property Operations, Maintenance & Clean-Up - $61,567.44 <br />Ordinarily, operational and maintenance expenses incurred by the borrower are <br />not reimbursable. Additionally, the reservoir area clean-up work by F. W. <br />Moffat Construction Co. was apparently done by sole-source contract and <br />without prior CWCB approval. Since that work could be considered as necessary <br />for construction of the "project", as defined by the contract, it would need to <br />conform to the requirements of the contract concerning selection of contractors <br />in order to be reimbursable by CWCB. <br />
