<br />. <br /> <br />. <br /> <br />Page Six Minutes #683 <br /> <br />April 14, 1999 <br /> <br />CONSTRUCTION COMMITTEE <br /> <br />Chairman Burkhalter asked the District Engineer to report on filling the new <br />section of the Plateau Creek Pipeline. Mr. Ohm, acting as Project Manager reported that <br />filling began out of Mesa Creek last Friday, however, the line could not hold pressure. <br />After searching for and finding a coupling that was leaking, repairs were made and the line <br />was loaded again. The line held pressure and is currently being tied in to the existing line <br />so that loading will begin again tomorrow to get mountain water back to our customers. <br /> <br />Mr. Burkhalter reported that Mr. Ohm would like to keep Ray Schuster on as <br />Resident Engineer and the committee concurred. As a result, the committee <br />recommendation is to retain Ray Schuster as a full-time, exempt employee to assist with <br />the 4 million gallon tank coating and to act as Inspector to the end of Phase II of the <br />Plateau Creek Pipeline Project. <br /> <br />The Manager explained that this position will last only until the completion of the <br />Plateau Creek Pipeline Replacement Project. Mr. Schuster will also participate in plan <br />review. <br /> <br />The Personnel Specialist explained that, currently, Mr. Schuster is full-time, <br />temporary. This will change him from an hourly rate to an exempt employee who does <br />not receive overtime pay at time and one-half. There is also a limit as to how long federal <br />regulations allow us to maintain someone as temporary. <br /> <br />In answer to a question from Counsel, Mr. Dyreng indicated that Mr. Schuster <br />would meet the criteria for exempt employee under the professional category. <br /> <br />Mr. Jaynes mentioned that there has not been any discussion on the position, rather <br />it has been the person. If Mr. Schuster is unable to fulfill the duties, what would take <br />place? The Manager stated that staff would then come back to the board for authorization <br />to fill the position. <br /> <br />The Chairman then called for a vote on the motion, which carried. <br /> <br />WATER COMMITTEE <br /> <br />Chairman Currier reported that the committee met and discussed the offer from <br />Marty Woodring to purchase the grazing permit of 135 AUM's for $3,000.00. Ute does <br />not now have the base property to maintain the permit. <br /> <br />Motion to accept Marty Woodring's offer of $3,000.00 for the grazing permit <br />made by Bruce Currier, second by Harley Jackson. <br />
