<br />. <br /> <br />. <br /> <br />. <br /> <br />Page Five Minutes #683 <br /> <br />April 14, 1999 <br /> <br />Mrs. Stafford indicated that the committees had discussed including an agricultural <br />rate at every committee meeting, however, there did not seem to be such a rate in the new <br />proposal. The Finance Director explained that it would be extremely difficult to define <br />agricultural and so those types of operations would be included in commercial rates. <br /> <br />Mr. Jaynes, with committee consent, withdrew the committee recommendation. <br /> <br />Motion to adopt proposed rate increase number three made by Harley Jackson, <br />second by Robert Saunders. <br /> <br />Counsel explained that some of the older contracts the District has with the <br />Colorado Water Conservation Board calls for their approval of any rate increases. He will <br />review those contracts and contact CWCB, if necessary. <br /> <br />There being no further discussion, the Chairman called for a vote on the motion, <br />which carried, with Mrs. Stafford abstaining and James Rooks voting NAY. <br /> <br />MONTIIL Y REPORTS <br /> <br />BOARD COMMITTEE REPORTS <br /> <br />FINANCE COMMITTEE <br /> <br />The Finance Director reminded the board of the regular committee meeting on <br />Wednesday, April 21st at 7:00 a.m. <br /> <br />PUBLIC INFORMATION COMMITTEE <br /> <br />Chairman King reported that the committee meeting held was focused on public <br />information about the upcoming rate increase. (press release attached and made a part of <br />these minutes.) There will also be a fact sheet prepared for board members and employees <br />to assist them in answering any questions from the public. Me. King also distributed a <br />memo he received from Me. Jaynes tying the rate and tap fee increases into the District's <br />policy of using domestic water for domestic purposes rather than irrigation. This may be <br />an appropriate time to begin a public dialogue about the use of irrigation water in this <br />semi-arid area and the Public Information Committee will welcome any comments and/or <br />suggestions from the board. <br /> <br />In answer to a question from Mr. Gobbo, the Manager explained that any taps <br />purchased prior to July 1st must be in use within six months, according to existing District <br />policy, or the fee will be refunded and a new tap must be purchased at the then existing <br />tap fee. For the past three months staff has been auditing all new taps purchased to ensure <br />that they are on line prior to the end of six months. <br />
