'I

.

.

"

Page Two Minutes #683

April 14, 1999

BILLS

Bills totaling $1,457,561.19 were presented to the Board for approval. A listing of
all checks written prior to this meeting, totaling $204,876.00, was also presented.

Motion to approve the bills for payment in the amount of $1,457,561.19 and the
checks written prior to board meeting in the amount of $204,876.00 made by
Dick Fletcher, second by Harley Jackson.

Mr. Gobbo and Mr. Burkhalter asked for an explanation of the billing from Gentle
Earth Education. The Public Information Officer stated that that was the company
through which the educational materials will be distributed to all schools in School District
51. A grant was received from the Bureau of Reclamation in the amount of $25,000 and
they will pay the District as soon as they are invoiced.

Mr. Jaynes asked what the airfare was for to Boston (item #1240). The Finance
Director reported that that was for Tim Moore and George Jachim to attend a Bac\d1ow
Prevention Conference at the end of April.

Mr. Gobbo asked if Langhoff Brooks billed monthly and how well both financial
advisers were performing? The Finance Director reported that Langhoff was actually
doing slightly better than CIC because of the interest rates and the manner in which they
invest. They are paid monthly.

Mr. Burkhalter asked what "bac\d1ow prevention software" did. The
Superintendent of Transmission & Distribution explained that this is a database software
to allow tracking ofbac\d1ow testing requirements.

The Chairman then called for a vote on the motion, which carried.

TAP REOUEST - CECIL MONGER

The Chairman stated that, since Mr. Monger was not in attendance for the second
time, with the consensus of the board he was directing staff to proceed with a resolution
to this problem following existing District policy. There was a consensus.

INSURANCE BIDS

Chairman of Rate & Policy Committee, Ronald Jaynes reported that Home Loan
was the low bidder with all components included. Rate & Policy, therefore, recommended
that Home Loan's bid be accepted. The Chairman called for a vote, which carried.
