At that meeting, I answered several questions relating to <br />Public Service Company's 53% ownership interest in the Consolidated Extension Canal Company <br />and subsequently the Soard voted to grant the ioan to the CEXT with the provision that Public <br />Service Company would pass on the benefits of this loan to its lessees without any additional <br />charges. <br /> <br />It has been PSCo's historic practice to charge a 10% administrative fee above the <br />standard assessment rates for the lessees of its CEXT water. As I indicated at the November <br />25th meeting, in light of the additional costs that will be imposed by this reconstruction project, <br />PSCo agrees to no longer impose the 10% administrative charge, but will simply pass on the <br />standard and special assessment rates to its lessees. Thus, all lessees will pay exactly the same <br />amount as all shareholders. <br /> <br />A special meeting of the CEXT was held in Las Animas on December 6, where the loan <br />with the CWCB was ratified. Several lessees were also in attendance, and I indicated PSCo's <br />willingness to eliminate the 10% administrative charge at that meeting. I am enclosing a copy of <br />those meeting notes for your files. I trust this information will be sufficient to satisfy the Board's <br />requirements as we proceed with finaiization of the loan agreement. <br /> <br />On behalf of the CEXT Board of Directors, I wish again to express the Board's gratitude to <br />the CWCB for providing a low interest loan for this project.
