On May <br />12, 1998, a portion of the dam embankment failed unexpectedly in dry weather while the <br />reservoir was full releasing a surge of water to Leroux Creek and causing damage to <br />several small structures and to livestock downstream. <br /> <br />In January 1999, the Board approved a loan of$I,250,000 (for 90 percent of the <br />estimated project cost) at 3.75 percent for 30 years to the LCWUA to repair and improve <br />the dam. The loan was subsequently authorized in SB 99-173. <br /> <br />The project involves restoration ofthe original reservoir capacity of about 800 acre-feet <br />and improvements to the dam at an estimated cost of $1,389,000. Specifically, the work <br />includes filling the breach in a portion of the embankment and reshaping the dam crest <br />and downstream slope by placing a considerable amount of fill material on the <br />downstream face of the dam. Riprap protection has been placed on the upstream face and <br />a toe drain and drainage blanket and new 18-inch diameter outlet conduit were installed. <br />The spillway has been reshaped to pass the Probable Maximum Flood. <br />
