<br />, . <br />;.,....... <br /> <br />. <br /> <br />. <br /> <br />4, Water Plan for Private Well Owners - These private wells are shallow and <br />subject to possible future depletion, The current estimated population served <br />by these types of wells is approximately 25,000 people, The study is to <br />address the most economical phased approach to supply them with a new <br />water source, The determination shall be coordinated with the Colorado State <br />Engineers Office, <br /> <br />5, Water Reuse Proiects - A study of the potential water supply and demands of <br />the County, and water quality requirements for different end uses and their <br />sales-income potentiaL This study shall include Demand Management and <br />Water Conservation, <br /> <br />6. Synergistic Proiects with Colorado Springs Utilities - An investigation of <br />joint use projects with the City of Colorado Springs in regard to surface and <br />subsurface water storage, and the conjunctive use of water sources, treatment <br />facilities, supply and distribution systems. <br /> <br />7, Other Studies An evaluation of all previous studies to determine if <br />additional information is needed to complete the EI Paso County Water <br />Master Plan. If necessary, this study shall include the completion of those <br />studies, <br /> <br />8, Summarv and Development of the Countywide Water Master Plan - All <br />work to this point shall be summarized and the Water Master Plan shall <br />developed, Development shall include recommendations to implement it. All <br />recommendations shall consider demand management and water conservation <br />measures, Recommendations dealing with ground water resources shall be <br />approved by the Colorado State Engineers Office, <br /> <br />The management of these various tasks will be accomplished through the EI Paso Water <br />Authority in conjunction with Colorado Water Conservation Board staff The estimated <br />cost of the water master plan is $400,000, In November of 1999, the Colorado Water <br />Conservation Board approved a grant in the amount of up to $200,000 to the EI Paso <br />Water Authority for the preparation of a countywide water master plan, All costs <br />beyond the $200,000 grant shall be the responsibility of the EI Paso Water Authority, <br /> <br />The funds shall be appropriated directly to the EI Paso Water Authority on a 50% cost <br />sharing basis until the water master plan is complete or up to the maximum grant amount <br />of $200,000, The EI Paso Water Authority President, based on specific expenses <br />incurred for each project task completed will submit project payment requests, Each <br />payment request shall include all supporting documentation for the expenses incurred and <br />a copy of the report completed (Task), for review and approval by the Colorado Water <br />Conservation Board staff, Payment to the EI Paso Water Authority will be at 50% of the <br />amount requested, <br />
