<br />;~......, <br /> <br />. <br /> <br />. <br /> <br />COLORADO WATER CONSERVATION BOARD <br />CONTRACT FOR CONDUCTING <br />EL PASO COUNTY WATER MASTER PLAN <br />EL PASO COUNTY WATER AUTHORITY <br /> <br />SCOPE OF SERVICES <br /> <br />This scope of services is included as Appendix A of the contract between the EI Paso <br />Water Authority and the Colorado Water Conservation Board to conduct a countywide <br />water master plan for EI Paso County, <br /> <br />The County of EI Paso has been growing rapidly over the years, 27 separate water <br />providers serve the population outside the service area of Colorado Springs, In an effort <br />to avoid conflicts and to realize the benefits of a coordinated approach to obtaining future <br />additional water supplies, 17 of these water providers formed the EI Paso Water <br />Authority in 1997, A four-member board governs the Authority, with each entity paying <br />dues based on the number of customers served, <br /> <br />The Authority has adopted a 5,year program of technical studies aimed at the <br />development of a long range, countywide water master plan, The purpose of the master <br />plan is "to develop water resources and facilities in whole or in part for the benefit of <br />Authority members and their inhabitants, and other residents of the county, now and into <br />the future," The development of the countywide master plan has been broken down into <br />8 separate tasks, identified below in order of priority, with Task I a, having already been <br />completed at the Authority's expense, <br /> <br />1. El Paso County Water Resources <br /> <br />a) Inventory of the County Water Purveyors (Complete), <br /> <br />b) Total Aquifer Resources within the County - Determination of in-situ <br />water supply capabilities of private, county and other government lands, <br />The determination shall be coordinated with the Colorado State Engineer's <br />Office, <br /> <br />2, Potential Water Import Proiects ,Evaluation of potential and proposed <br />delivery systems and associated claimed water rights, <br /> <br />3, OPtimum County Water Distribution Infrastructure - This determination is to <br />be based on the consideration of water transport, storage - surface and <br />subsurface, exchange possibilities, needs, treatment requirements, and <br />potential sources of imported water), This study phase shall include Demand <br />Management and Water Conservation, and address interconnection of <br />systems, <br /> <br />Appendix A to Contract C150032 <br />
