Since the Board's grant funds are committed into the Year 2000, <br />you suggested that the Authority submit a letter of application in preparation for future <br />consideration. You also advised that our budget request to EI Paso County for the year <br />1999 be included in our application, <br /> <br />Please find attached to this letter of application for a grant from the Colorado Water <br />Conservation Board to conduct water studies, the Authority's 1999 budget request to the <br />EI Paso County Board of Commissioners, Since we were advised that our request was to <br />be reduced again from $25.000 to $17,000. the Authority made an appeal to the <br />Commissioners on 1 October 1998, The results of this appeal is unknown at this time, <br />but we are hopeful. Because of a budget reduction in 1998 and other administrative <br />problems in committing funds, all of the proposed planning studies except the Inventory <br />of County water purveyors had to be postponed to 1999, Any further reductions, will <br />extend the planning process into 2001. <br /> <br />The EI Paso County Water Authority was established under Sections 18 and 2 of Article <br />XIV, Constitution of the State of Colorado. and subsection 29-1-204,2, Colorado Revised <br />Statutes 1973, The Authority consist of sixteen membered districts and municipalities, <br />including the County. The attachment outlines the Authority's goal to effect the <br />development of water resources, systems, and facilities in whole or part for the benefit <br />of its members and their inhabitants, and other residents of the County, now and into <br />the future. <br /> <br />To ensure the completion of all proposed planning studies within the anticipated five- <br />year program and to enable the Authority to meet administrative costs, a grant of <br />$75,000 is requested, <br /> <br />I am the technical consultant to the Authority hired within the last several months, I will <br />be glad to answer any of your questions and/or submit additional information, The <br />officers of the Authority and their addresses are as follows: <br /> <br />President <br /> <br />Bill Nance, Donala Water and Sanitation District <br />15950 Holbein Dr., Colorado Springs CO 80921 <br />719-488-2312 <br />
