P.E. <br />State Engineer <br /> <br />. <br /> <br />When replying, please refer to: <br />MARTIN CULL DAM <br />CONSTRUCTION FILE NO,: C-694A <br />Water Division 6, DAMID: 540103 <br /> <br />SUBJECT: Approval of Plans and Specifications for Construction <br /> <br />Dear Mr. Len: <br /> <br />Thank you for subll,itting for the review and approval of the State Engineer the plans and <br />specifications for the construction of the proposed rehabilitation and modification of the Martin Cull '. <br />Dam in Moffat County, We have completed our review of the design and construction documents and <br />have found them to be acceptable for construction, We are transmitting one mylar cover sheet of the <br />construction drawings with approval signatures for the construction of this proposed project Our <br />acceptance and approval of these documents are effective as of the date of this letter and contingent <br />on the following item, <br /> <br />. Riprap will be installed on the upstream Slope from the crest a vertical distance of ten feet to <br />an elevation of 7490, The gradation of riprap will be approved by this office prior to its <br />placement <br /> <br />. <br /> <br />A request for the waving of Rule 5.A(7)(c) of the Rules and Regulations was presented in <br />your design documentation, Rule 5,A,(7){c) requires the placement of rock riprap on the entire <br />upstream face of the dam embankment as slope protection to prevent erosion caused by reservoir <br />wave action, The waiver request is for a partial placement of riprap on the upstream dam face from <br />the dam crest down to Elevation 7590, which is ten feet below the crest and 4,5 feet below the <br />spillway, In a letter from Mr. Paul Currier dated October 25, 2001, it states that the upstream face of <br />the dam is in the leeward position and therefore does not suffer much wave action, In our review of <br />the previous inspection reports, wave erosion is evident on the upstream face along the high water <br />line in most of the reports, A modification of this Rule is granted as specified above, based on the <br />aforementioned information and commitment to place additional riprap on the upstream face if <br />warranted, <br /> <br />The construction of this project must be performed under the purview of a professional <br />engineer registered in the State of Colorado, Your attention is directed to Rule 9,C, (copy enclosed) <br />of the Rules and Regulations concerning construction observations, coordination and documentation <br />activities required for this small size, Class 3 dam. Please keep Mr. Mark Haynes of our Denver <br />office at (303) 866-3581 Ext, 276 informed of the construction status so he may also meet his <br />obligations under Rule 9.C, <br /> <br />. <br />
