The amendment will be in the amount of One Hundred Eighty-Four Thousand Nine Hundred Eighty-Two Dollars ($184,982). Under Section 5(1)(b) of Senate Bill No. 439 as enacted in 1981 by the Colorado General Assembly, such an increase is authorized providing certain provisions are met. Section 5(1)(b) states: (b) The Colorado water conservation board may expend on each project specified in paragraph (a) of this subsection (1), from moneys as are or may hereafter become available to the Colorado water conservation board constrnction fund, the amounts of money listed in said paragraph (a) plus or minus such amounts, if any, as may be justified by reason of ordinary fluctuations in construction costs, as indicated by the engineering cost indices applicable to the types of construction involved for such projects or as may be justified by reason of changes made in the plans and specifications of the project if those changes are required by finalized engineering drawings and specification or by federal or state requirements,
