The <br />amendment will be in the amount of One Hundred Eighty-Four Thousand Nine Hundred <br />Eighty-Two Dollars ($184,982). Under Section 5(1)(b) of Senate Bill No. 439 as enacted in <br />1981 by the Colorado General Assembly, such an increase is authorized providing certain <br />provisions are met. <br /> <br />Section 5(1)(b) states: <br /> <br />(b) The Colorado water conservation board may expend on <br />each project specified in paragraph (a) of this subsection (1), from <br />moneys as are or may hereafter become available to the Colorado <br />water conservation board constrnction fund, the amounts of money <br />listed in said paragraph (a) plus or minus such amounts, if any, as <br />may be justified by reason of ordinary fluctuations in construction <br />costs, as indicated by the engineering cost indices applicable to the <br />types of construction involved for such projects or as may be justified <br />by reason of changes made in the plans and specifications of the <br />project if those changes are required by finalized engineering <br />drawings and specification or by federal or state requirements, <br />
