Due to events beyond the control of the Town, the draft
contract was not available until recently. The Town went ahead and did the work
on the feasibility stUdy at their own risk, aware that they might not receive the
$7,500 loan before the stUdy was completed.

During the course of the study, Bill Green of our staff reviewed the work as it was
being performed. The Town cooperated to provide a stUdy that we believe will
fully meet the CWCB guidelines.

It is still the Board's desire to loan the Town $7,500 toward a portion of the cost of
the feasibility stUdy. The contract has been drafted and will be sent out for
signature in the near future.

The Town requested these funds in a letter dated March 21, 1995. Will it be
possible to post date the contract to the day before the report? We fully
understand that Colorado law requires that a contract must be signed by the
Controller before any money can be expended under its terms.

Thank you. .5/1?!fJ~ n~'(U<..
